Record illegal entries, exploding social costs, unenforced court decisions — the European Union is facing a systemic migration crisis.
In 2023, more than 380,000 irregular border crossings were detected at the EU’s external borders — the highest number since 2016, according to Frontex.
In 2024, the number dropped to 239,000, a 38% decrease, but remains well above pre-crisis levels: for comparison, in 2014, only 280,000 crossings were recorded.
Meanwhile, fewer than 10% of return orders (OQTF) are actually enforced, and European courts — notably the CJEUand the ECHR — continue to block national efforts to regain control.
In response, the Patriots for Europe Foundation is hosting a major conference in Paris on June 27, 2025, to address one central question:
What migration policy for Europe?
For 90 minutes, elected officials, experts and thinkers will openly debate whether Europe can truly regain control of its borders.

Jérôme Sainte-Marie, Pollster and President of PollingVox
