Freedom of expression at risk : ExaminingMedia Regulation in Europe

25 June 2025

On the occasion of the publication of a new study by lawyer Pierre Gentillet, the Patriots for Europe Foundation organises a conference at the European Parliament to examine the growing role of European media regulators. This legal and political analysis sheds light on the challenges posed by the creation of the European Board for Media Services and the broader implications for freedom of expression in the European Union.

Commissioned by MEP Catherine Griset, the study offers a detailed overview of the current transformation of media regulation in the EU. While Brussels promotes the European Media Freedom Act as a safeguard for media independence and pluralism, the creation of the European Board for Media Services (EMSC) raises serious concerns about the risks of centralised oversight and political interference in public discourse.

Far from being a neutral framework, the EMSC may pave the way for new restrictions on free speech, justified by the fight against so-called “disinformation.” The conference hosted by the Patriots for Europe Foundation provided a platform for legal experts, policymakers and researchers to explore fundamental questions:

  • What are the true aims of this new regulatory framework?

  • Does it threaten media pluralism and national sovereignty?

  • Can the fight against disinformation justify a shift toward political control of information?

  • How can freedom of expression be protected in the face of growing technocratic and legal encroachment?

By encouraging open debate on these critical issues, the Foundation reaffirms its commitment to defending freedom of speech and democratic principles in an increasingly centralised European regulatory environment.
